How a Boston-Based Drug Ring Flooded New Hampshire with Fentanyl and Crack Cocaine: Crack Drug Bust



The availability, distribution, and abuse of powdered and crack cocaine represent the primary drug threat in New Hampshire. Throughout the state, powdered cocaine is readily available, and crack is moderately available. Purity levels are high, and prices, although high compared to national averages, have remained stable. Crack cocaine is the drug most often associated with violent crime in the state. Massachusetts-based Dominican criminal groups transport cocaine into New Hampshire and dominate its wholesale distribution. In addition, users and independent dealers, primarily Caucasians, transport and distribute small quantities of cocaine, generally for their own use or for resale to friends and associates. Although, currently, retail distribution is largely limited to transactions between independent dealers and users, the Dominican criminal groups who already dominate wholesale distribution appear to be moving into New Hampshire in an attempt to control the retail distribution of cocaine as well.

Crack cocaine is the drug most often associated with violent crime. Users often commit violent crimes in order to support their habits. Respondents to the NDIC National Drug Threat Survey 2000 indicated an increase in property crimes and assaults in southern New Hampshire, which they believe is due to the abuse of crack cocaine. New Hampshire authorities believe the state experiences little gang-related violence as a result of cocaine distribution. Competition over turf or drug sales seldom occurs, since Massachusetts-Dominican criminal groups dominate distribution.


New Hampshire's 41-mile border with Canada has only one POE, which is Pittsburg. There is little evidence of any significant level of cocaine smuggling across the border into New Hampshire. The USCS has made few seizures of drugs or currency at this POE. However, the Royal Canadian Mounted Police reports that crack and powdered cocaine are smuggled into the United States at all land border crossing points. Law Enforcement reporting indicates that the flow of cocaine across the U.S.-Canada Border actually may be in the northerly direction, as cocaine is traded for quantities of high-quality marijuana from Canada.


Within New Hampshire, retail distribution of cocaine typically occurs in the southern portion of the state, primarily Manchester. Retail distribution is largely limited to transactions between independent dealers and users. Currently, organized criminal groups do not appear to be extensively involved in retail distribution of the drug. However, the New Hampshire State Police reports that Dominican criminal groups are moving into New Hampshire from Lawrence, Massachusetts, and establishing crack houses to distribute quantities of crack and powdered cocaine at the retail level. The trial in this case was held over two days in July 2021. Evidence at trial showed that on January 31, 2020, law enforcement officers executed a search warrant at Mr. Chaney's residence in Manchester, at which time they located approximately 76 grams of crack cocaine, seven loaded firearms, and numerous other instrumentalities commonly used in the drug trade. Mr. Chaney was prohibited from possessing firearms due to prior felony convictions.

Laconia Police conducted a warrant sweep within the city; all of the warrants were drug related, involving the sale or conspiracy to sell heroin, fentanyl, methamphetamine and crack cocaine. All of the parties were arrested without incident. One firearm was recovered from one of the people arrested.


Julio Vargas, 53, of 39 Pike St. in Nashua, is charged with one count of selling crack cocaine, two counts of selling powdered cocaine and one count of selling heroine. Vanagel and Vargas allegedly paid runners to move the drugs through the city, Carnignan said.


New Hampshire has some of the toughest drug laws in the country, with the possibility of prison for possession of any amount of cocaine. New Hampshire is one of only a few states that still has tougher sentencing guidelines for crack cocaine than for powder. The state offers alternatives to prison for non-violent drug offenders who agree to undergo treatment and regular monitoring during a probationary period.


The investigation revealed that crew members were transporting crack cocaine and heroin as far north as Manchester, NH, and trading the drugs for weapons that were being bought back to the Bronx from Manchester.


A crack addiction treatment program in New Hampshire requires the assistance of professionals to be free from the grips of the drug due to how psychologically addictive it is. The first step to recovery from crack addiction is admission to an inpatient drug and alcohol rehab facility in order to get past the intense cravings an individual will go through once they have stopped using the drug. It is then recommended that the individual suffering from substance use disorder enrolls in an outpatient drug and alcohol rehab program to help with the mental addiction to crack. The more time in a safe and stable environment where the individual who is addicted to crack can get away from the substance the better their odds will be to achieve full recovery from crack addiction.


For drug-policy experts, the echo to a long-ago fight over the danger of drugs is both familiar and alarming. In 1986, basketball star Len Bias died of a crack cocaine overdose at age 22. Lawmakers swiftly passed mandatory minimum penalties that have since been criticized as contributing to racial disparities in punishment and overcrowded prisons.


"We don't have a heroin problem here, we have a fentanyl problem," Goonan says, adding that other drugs like methamphetamine are also prevalent.
